Item 3.01
Annual Comprehensive Financial Report
Robinson, Farmer, Cox Associates presented a financial statement audit, which provides reasonable assurance that our financial statements are free from material misstatements. The auditors noted that county staff cooperated reasonably and provided the requested information.
Why this matters:
This audit confirms that our staff is recording and balancing effectively. The management of the County is responsible for establishing and maintaining an internal control structure to protect County assets, and the auditors believe the proper recording of financial transactions is occurring.
They also stated our credit rating is good, though a financial shortfall is to be expected.
Item 3.02
Lightfoot Apartment Project Update
Brian Phipps discussed the vision and mission of Peoples Inc, informing the Board that the Lightfoot project is near complete. The official Ribbon Cutting will be held on March 25th at 2pm.
Why this matters:
This project adds 60 units to the local affordable housing supply. It is currently at 60% occupancy with 212 people on a waitlist.
People Inc. provides an array of supportive services and ongoing follow-ups to promote stability, continuing their work for the betterment of affordable housing options for our community.
Item 3.03
Galbreath Marshall Building HVAC Replacement Contract
The HVAC replacement was put out to bid, and the selected bid was awarded to H & S Mechanical. The Board approved a Budget Amendment of $103,850 for this project.
Why this matters:
This infrastructure upgrade will not impact the county operations budget. The $103,850 is being transferred from the Day Care fund balance, meaning the Day Care Program is providing 100% of the funding for this project.
Item 3.04
The 165th First Battle of Manassas at Brandy Station Special Permit
A special permit was approved for this reenactment event after the permitting process was followed and all items were addressed. The organization managing the event is composed of experienced leadership.
Together, they bring over 100 years of combined Civil War reenactment experience and have managed more than 900 successful reenactments nationwide.
Why this matters:
This will be a large event that brings excitement, educational opportunity, and family fun. It will also bring a large number of visitors and traffic to the Brandy Station area.
Item 3.06
Establishing Board Policies on Recording Public Meetings
Prior to this, only the Board's regular morning and night meetings have been televised and recorded. We discussed that all work sessions and committee sessions should also be recorded.
The Board agreed to have the cable commission committee evaluate this and make recommendations.
Why this matters:
Recording all public meetings would allow these discussions to be easily viewed by citizens and provide full transparency.
Item 4.01
Courthouse Space Needs Assessment Update
Moseley Architects gave an update on designs based on the request from last year's input. The design options they presented are solely for expansion at the current location, as they were directed to do last year.
Why this matters:
The town's evaluations suggest parking is adequate, but the current Board disagrees. It is my belief that we need to consult with the Clerk of the Court, Judges, the Commonwealth's Attorney, the Sheriff, and the Town to assess their objectives and needs, and then request a referendum vote to allow our citizens to have input.
Item 6.0a & 6.0b
Public Works: Smart Scale Applications and VDOT Quarterly Report
The Board discussed possible Smart Scale road projects and requested to file the applications based on the locations most likely to get approved.
Why this matters:
