Item 4.01 Draft Secondary Six Year Plan for Fiscal Years 2027-2032

The vote on this had been delayed to survey residents of Walker Lane that this would affect.

Why this matters: After surveying the residents and receiving a positive response relative to the work outlined, the plan passed unanimously 7-0.

Item 4.02 Proposed Amendment to the Zoning Ordinance

We voted unanimously (7-0) to allow the Planning Commission to proceed with a public hearing that addresses both the primary and accessory battery energy storage.

Why this matters: The Board has tentatively set June 24th as a public hearing.

Item 4.03 Budget transfer for the completion of the 911 center

During April’s Public Safety Committee Meeting Capt. Jason Clark submitted a proposal to fund an additional $179,376.67 to complete the 911 center.

Why this matters: After reviewing the budget and a staff member recommending a budget amendment to move these funds from HVAC Boiler CIP to CIP 031 EOC Addition, the item passed unanimously 7-0.

Item 4.04 Fiscal Year 2027 Appropriation Resolution

The Board unanimously approved and authorized an annual appropriation with additional provisions.

Why this matters: These provisions allow the Board and the public more control over the fiscal year budget.

Item 4.05 Progress on the county forensic audit

The Board heard an update on preliminary interviews with audit firms, the current status of the audit, as well as a plan for Interim Finance Director Kim Goodwin.

Why this matters: This presentation will address the timeline, high-level scope, and relation to the ACFR audit process.

Item 4.06 Amendment to Chapter 12 (Taxation) - Assessment of Real Estate Devoted to Agricultural, Horticultural, and Forest Uses

In a 7-0 vote, the Board adopted the ordinance amendment to the Culpeper County Code of Ordinances, Chapter 12 (Taxation), Article II. This amendment will repeal Sec. 12-18(b), provide for the removal of certain real estate from use-value assessment and taxation, and renumber existing Sec. 12-18(c) as Sec. 12-18(b). 

Why this matters: This legal update will completely eliminate the ability for industrial zoned land to receive the land use tax deduction.

Item 5.01 Rescinding the hiring freeze

With the 2027 budget completed, the county hiring freeze was evaluated by the Board.

Why this matters: The hiring freeze was officially lifted in a unanimous 7-0 vote.

Item 6.01 & 6.02 Joshua Falls-Yeat Transmission Line & Substation

The Richardsville Coalition provided the BOS with more information on the Valley Link project. In an effort to continue fighting against the Valley Link 765 line and Culpeper substation, the board unanimously voted 7-0 to send a letter of opposition to the project to PJM.

Why this matters: As of now, PJM has not approved the project, and the county continues to actively oppose its development.

Item 6.03 Letter of Support: UVA intermediate care nursery

The board voted 7-0 to add to the consent agenda for a letter of support from the Board.

Why this matters: This letter would be used in an application to the commissioner of UVA requesting an upgrade to their general newborn nursery to an intermediate care nursery.

Item 8.01 Economic Development Director Monthly Report

The Director presented goals moving forward to support local job forces through three main objectives: job opportunities to match the size and skills of the workforce; aligning the workforce, employers, and training partners for a talent-rich economy; and strengthening economic development infrastructure to support all sectors.

Why this matters: These targeted updates and objectives are entirely focused on moving toward what will ultimately help our citizens and local job forces.

Item 9.01 & 9.02 Clerk Report

The Clerk of the board provided several updates and announcements including the opening of the Culpeper Community Pool on May 28th, network transition successes as of May 27th, and the introduction of the new FOIA Officer, Bradley Kennedy.

Public Communications was introduced and discussed the launch of the Culpeper County Facebook. Lastly, the Clerk announced that the ICA Jail study will be added to the July 7th agenda and that the transition of the finance and payroll system is progressing on schedule.

Why this matters: To further support transparency with the public, starting June 9th committee meetings will now be livestreamed for online viewing.

Item 3.02 Citizen Forum (Public Comments)

11 Citizens shared their thoughts on various issues with the board during our public forum.

Why this matters: This public session provides an open platform for citizens to bring community issues directly to the attention of the Board.

Item 4.01 & 4.02 Presentations

The Board reviewed two presentations for resolutions honoring local service.

Why this matters: These formal resolutions honor Lisa Peacock's Retirement and Francis Updike's 50 years of service to the county.

Item 5.0 Public Hearing: Town of Culpeper permanent sidewalk easement (Parcel 50-21D1)

We held a public hearing for a permanent sidewalk easement on Parcel 50-21D1.

Why this matters: The infrastructure measure successfully passed with a unanimous 7-0 vote.
